RESOLUTION AUTHORIZING THE PASSAIC COUNTY DEPARTMENT OF HUMAN SERVICES TO APPLY FOR AND ACCEPT TWO GRANTS FROM THE NEW JERSEY FOOD SECURITY ADVOCATE FOR THE NEW JERSEY FOOD SYSTEMS ENHANCEMENTS PROGRAM AND THE NEW JERSEY FOOD SECURITY RESEARCH, OUTREACH, AND ORGANIZING FOR TRUSTED (COMMUNITY) ENGAGEMENT, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the New Jersey Office of the Food Security Advocate (OFSA) notified the Department that it was eligible to apply for and accept a grant for the New Jersey Food Systems Enhancements Program in the amount of one hundred fifty thousand and 00/100 ($150,000.00) dollars for the award period of June 1, 2026, to November 30, 2027; and
WHEREAS, the New Jersey Office of the Food Security Advocate (OFSA) notified the Department that it was eligible to apply for and accept a grant for the New Jersey Food Security Research, Outreach and Organizing for Trusted (Community) Engagement (ROOTED) in the amount of twenty thousand and 00/100 ($20,000.00) dollars for the award period of June 1, 2026 to May 31, 2027; and
WHEREAS, the purpose of the New Jersey Food Systems Enhancements Program grant is to expand community-based food infrastructure and market channel creation for enhanced ongoing food access, utilization, and availability; and
WHEREAS, OFSA is launching the New Jersey Food Security Research, Outreach, and Organizing for Trusted (Community) Engagement and Data (ROOTED) Program to support eligible entities to expand local partnerships and information access to advance lasting food security; and
WHEREAS, a cash match is not required to accept these grants; and
WHEREAS, this matter was discussed at the April 15, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Service to apply for and accept two grants from the New Jersey Food Security Advocate as follows:
New Jersey Food Systems Enhancements Program in the amount of $150,000.00 for the period of June 1, 2026 to November 30, 2027
New Jersey Food Security Research, Outreach and Organizing for Trusted (Community) Engagement (ROOTED) in the amount of $20,000.00 for a period of June 1, 2026, to May 31, 2027; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
