RESOLUTION AUTHORIZING A PUBLIC HEARING AND ADVERTISEMENT OF THE NOTICE OF PUBLIC DISPLAY FOR THE PASSAIC COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT FY 2025 ANNUAL ACTION PLAN, AS AUTHORIZED BY 24 CFR SECTION 91.105

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et. seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Board adopted Resolution R-2017-0630 on July 18, 2017, which created the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR, Section 91.105, for the community at large; and
WHEREAS, the Plan allows for a thirty (30) day period of review of the action to be taken by the Board on the recommendations for the award of funds included in the Community Development Block Grant (hereafter “CDBG”) FY 2025 Annual Action Plan; and
WHEREAS, the Passaic County Department of Planning and Economic Development (hereafter “Department”) has received and reviewed applications from various participating municipalities and not-for-profit organizations for program fiscal year 2025 and has made recommendations for awards; and
WHEREAS, the proposed funding allocations include the following and may be adjusted in response to notification by United States Department of Housing and Urban Development of the final CDBG FY 2025 allocation:
1. Borough of Bloomingdale - Bloomingdale ADA Accessible Ramp Improvements: $62,247.00
2. Borough of Hawthorne - Installation of Handicapped Ramps at Various Locations: $45,000.00
3. Borough of Pompton Lakes - Miscellaneous ADA Curb Ramp Upgrades Project: $165,000.00
4. Borough of Ringwood - ADA Curb Ramps and Sidewalks on Skyline Drive: 98,375.00
5. Borough of Wanaque - Monroe/Adams Street Water Main Improvements: $150,000.00
6. Children's Aid and Family Services Inc - Hawthorne Community Residence Bathroom Renovation: $17,495.00
7. Child FOCUS (formerly Passaic County CASA) - Court Appointed Advocacy for Child Abuse Victims: $36,503.00
8. Passaic County Habitat for Humanity - Passaic County Habitat for Humanity Critical Repair Program: $145,000.00
9. Rebuilding Together North Jersey - Repairs and Accessibility Modifications for Low-Income Homeowners in Ringwood: $32,500.00
10. Administration - $199,392.00
WHEREAS, the Department seeks to have a virtual public hearing via WebEx and a simultaneous in-person public hearing at 401 Grand Street, Paterson, NJ, Room 417, on the CDBG FY 2025 applications and awards on June 3, 2025, at 12:00 noon, WebEx meeting link: and
WHEREAS, the Department also seeks to publish an advertisement (note attached) in a newspaper of local circulation, announcing the availability of the CDBG FY 2024 Annual Action Plan for a thirty (30) day public review period between May 28, 2025, and June 27, 2025, including the recommendation of grant awards; and
WHEREAS, this matter was discussed at the May 15, 2025, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR, Section 91.105, the Board of County Commissioners of the County of Passaic (hereinafter “Board”) hereby authorizes the Clerk to the Board to publish, in a newspaper of local circulation, notice of a simultaneous virtual public hearing and in-person public hearing to be held on June 3, 2025 at 12:00 noon to allow for public comment on the Passaic County FY 2025 Passaic County Community Development Block Grant Program Annual Action Plan
