RESOLUTION EXERCISING FIRST ONE-YEAR OPTION TO RENEW UNDER RFP-25-023 TO PATERSON NEW JERSEY OIC FOR WIOA OUT-OF-SCHOOL YOUTH, PASSAIC COUNTY COMMUNITY COLLEGE FOR WIOA OUT-OF-SCHOOL YOUTH PASSAIC, AND PASSAIC COUNTY COMMUNITY COLLEGE FOR WIOA OUT-OF-SCHOOL YOUTH COUNTY-WIDE FUNDED UNDER WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) FOR A TERM BEGINNING JULY 1, 2026, AND TERMINATING JUNE 30, 2027, PURSUANT TO N.J.S.A. 40A:11-4.1 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, pursuant to Resolution R-25-638, dated July 15, 2025, the Board authorized award of contracts to Paterson NJ OIC for WIOA Out-of-School Youth - Paterson, Passaic County Community College for WIOA Out-of-School Youth - Passaic, and Passaic County Community College for WIOA Out-of-School Youth - County-Wide under RFP-25-023, from July 1, 2025, to June 30, 2026, with the County retaining three (3) one-year options to renew, as follows:
Paterson NJ OIC for WIOA Out-of-School Youth - Paterson in the amount of $225,000.00
Passaic County Community College for WIOA Out-of-School Youth - Passaic: $360,000.00
Passaic County Community College for WIOA Out-of-School Youth - County-Wide: $360,000.00; and
WHEREAS, the Director of the Department is requesting that the first one-year option to renew be exercised to the above-named agencies for a term of July 1, 2026, to June 30, 2027, under RFP-25-023 Programs for Out-of-School Youth Funded Under Workforce Innovation and Opportunity Act; and
WHEREAS, these awards are contingent upon actual award and receipt of state/federal grant funding for this purpose; and
WHEREAS, funds are available in Account No. G-01-41-722-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the agencies executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the agency is not involved in prohibited activities in Russia and Belarus, and the County confirmed agency is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the June 10, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the first one-year option to renew to the agencies listed below in the total amount of Nine Hundred Forty-Five Thousand and 00/100 ($945,000.00) Dollars for a term of July 1, 2026, to June 30, 2027, under RFP-25-023 Out-of-School Youth Funded Under Workforce Innovation and Opportunity Act:
Paterson New Jersey OIC for WIOA Out-of-School Youth - $225,000.00
Passaic County Community College for WIOA Out-of-School Youth Passaic - $360,000.00
Passaic County Community College for WIOA Out-of-School Youth County-Wide - $360,000.00; and
LET IT BE FURTHER RESOLVED, that the Director of the Department, Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
