RESOLUTION AUTHORIZING A FIRST NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 2021 BOROUGH OF WOODLAND PARK GRIMES PARK ADA RAMP PROJECT IN THE BOROUGH OF WOODLAND PARK UNTIL DECEMBER 31, 2026

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and

 

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2018-0536 on June 26, 2018, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and

 

WHEREAS, the Board adopted the FY 2021 Annual Action Plan via Resolution R-2021-0624 on June 22, 2021; and

 

WHEREAS, the Board adopted resolution no. R-25-685 on July 15, 2026, authorizing a substantial amendment to the Passaic County Annual Action Plan for FY 2021 to permit the Borough of Woodland Park to utilize funds from 2021 to fund the Woodland Park Grimes Park ADA Ramp Project; and

 

WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2021 Annual Action Plan to the Borough of Woodland Park (hereafter “Borough”) for one hundred six thousand nine hundred seventy-five and 00/100 ($106,975.00) dollars for the installation of an Americans with Disabilities Act (“ADA”) Barrier-Free Ramp at Grimes Park in the Borough of Woodland Park; and

 

WHEREAS, the Borough notified the Division of Economic Development (hereinafter the “Division”) that the Borough has been delayed in the implementation of the project and has requested that the CDBG FY 2021 grant award be extended for the first time to December 31, 2026, to permit the Borough the time to complete the project; and

 

WHEREAS, this matter was discussed at the July 30, 2026, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and

 

WHEREAS, the Board considers this matter to be a benefit to the community and its residents; and

 

NOW, THEREFORE, LET IT BE RESOLVED, by the Board of County Commissioners of the County of Passaic, that it hereby authorizes the first no-cost time extension of the Community Development Block Grant Program FY 2021 grant to the Borough of Woodland Park to December 31, 2026, as set forth above; and

 

LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of the Division of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic
