RESOLUTION EXTENDING CONTRACTS WITH PASSAIC COUNTY WORKFORCE DEVELOPMENT CENTER UNDER RFP-22-018, PROVISION OF WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) TITLE I CAREER SERVICES ADULT, DISLOCATED WORKER, AND YOUTH AND WORK FIRST NEW JERSEY (WFNJ) AND SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM / EMPLOYMENT TRAINING (SNAP E&T) CASE MANAGEMENT SERVICES AND RFP-24-031, NEW JERSEY ONE-STOP CAREER CENTER OPERATIONS MANAGEMENT SERVICES FOR THE PASSAIC COUNTY WORKFORCE DEVELOPMENT BOARD, PURSUANT TO N.J.S.A. 40A:11-15

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

                     WHEREAS, on July 15, 2025, the Board passed Resolution No. R-25-636, exercising the third and final option to renew a contract with Passaic County Workforce Development Center for Career Services under RFP-22-018, Provision of Workforce Innovation and Opportunity Act (WIOA) Title I Career Services - Adult, Dislocated Worker, and Youth and Work First New Jersey (WFNJ) and Supplemental Nutrition Assistant Program / Employment and Training (SNAP E&T) Case Management Services (“RFP-22-018”), as well as the first and final option to renew a contract with Passaic County Workforce Development Center for One Stop Career Center Management under RFP-24-031, New Jersey One-Stop Career Center Operations Management Services for the Passaic County Workforce Development Board for the Department of Human Services (“RFP-24-031”), each for a term from July 1, 2025 to June 30, 2026; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-15, a contract may be extended by mutual agreement of the parties to the contract when a contracting unit has commenced rebidding prior to the time the contract expires or when the awarding of a contract is pending at the time the contract expires; and

 

                     WHEREAS, the Director of the Department has advised that it is necessary to extend the above-described contracts on the same terms, in accordance with N.J.S.A. 40A:11-15, for an additional three-month period from July 1, 2026 to September 30, 2026, and an amount not to exceed one million three hundred seventeen thousand and forty-four dollars ($1,317.044.00) with respect to the contract under RFP-22-018, and an amount not to exceed seventy-two thousand five hundred sixty-one dollars ($72,561.00) with respect to the contract under RFP-24-031; and

 

                     WHEREAS, the above-described contracts are grant-funded, and are accordingly contingent upon actual award and receipt of state/federal grant funding for this purpose; and

 

                     WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., Passaic County Workforce Development Center executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed Passaic County Workforce Development Center is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

WHEREAS, this matter was discussed at the June 10, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-15, the Board of County Commissioners of the County of Passaic authorizes the extension of the County’s contracts with Passaic County Workforce Development Center under RFP-22-018, Provision of Workforce Innovation and Opportunity Act (WIOA) Title I Career Services - Adult, Dislocated Worker, and Youth and Work First New Jersey (WFNJ) and Supplemental Nutrition Assistant Program / Employment and Training (SNAP E&T) Case Management Services, and RFP-24-031, New Jersey One-Stop Career Center Operations Management Services for the Passaic County Workforce Development Board, on the same terms for an additional three-month period from July 1, 2026 to September 30, 2026, and an amount not to exceed one million three hundred seventeen thousand and forty-four dollars ($1,317.044.00) with respect to the contract under RFP-22-018, and an amount not to exceed seventy-two thousand five hundred sixty-one dollars ($72,561.00) with respect to the contract under RFP-24-031

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Board, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
