RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES TO APPLY FOR AND ACCEPT A GRANT FROM THE NEW JERSEY DEPARTMENT OF HUMAN SERVICES FOR SH27016 SHELTER SERVICES FOR THE HOMELESS (SSH & SSH TANF), PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the Department is requesting a resolution to apply for and accept the project funds of SH27016 - Shelter Services for the Homeless grant from the New Jersey Department of Human Services for the provision of emergency shelter, case management, prevention, code blue, ICM - Case Manager (Salary/Fringe/ICR), ICM Prevention - (Rent, Security Deposit, etc.), transportation services and administration benefiting individuals and families with low incomes in Passaic County in the amount of one million eight hundred sixty-four thousand nine hundred fourteen and 00/100 ($1,864,914.00) dollars; and
WHEREAS, the services to which these funds will be applied is as follows:
1. Shelter - includes Emergency Shelter, Hotel/Motel, Domestic Violence (DV)
2. Case Management
3. Prevention - includes Rent, Mortgage, Utilities, Security Deposit
4. Code Blue
5. ICM - Case Manager (Salary/Fringe/ICR)
6. ICM Prevention: Rent, Security Deposit, etc.
7. Transportation
WHEREAS, there is no match required; and
WHEREAS, the grant period is July 1, 2026, to June 30, 2027; and
WHEREAS, this matter was discussed at the May 27, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services to apply for and accept a grant from the New Jersey Department of Human Services for SH27016 - Shelter Services for the Homeless in the total amount of one million eight hundred sixty-four thousand nine hundred fourteen and 00/100 ($1,864,914.00) dollars, to be used for the provision of emergency shelter, case management, prevention, code blue, ICM- Case Manager (Salary/Fringe/ICR), ICM Prevention - (Rent, Security Deposit, etc.), transportation services and administration benefiting individuals and families with low incomes in Passaic County, with a grant period beginning on July 1, 2026 and ending June 30, 2027; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
