RESOLUTION AUTHORIZING A CONTRACT AWARD TO SITEONE LANDSCAPE SUPPLY LLC AND STORR TRACTOR COMPANY TO PROVIDE IRRIGATION AND DRAINAGE SUPPLIES FOR THE COUNTY OF PASSAIC PREAKNESS VALLEY GOLF COURSE PURSUANT TO N.J.S.A. 40A:11-4, ET SEQ. AND SB-25-015

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on December 9, 2024, the Passaic County Purchasing Agent issued SB-25-015, Catalog % Discount Pricing-Irrigation and Drainage Supplies for the County of Passaic Preakness Valley Golf Course (SB-25-015) in compliance with N.J.S.A. 40A:11-4, et seq., that solicited competitive pricing from qualified vendors for the goods and services sought therein; and
WHEREAS, on December 18, 2024, bids were unsealed for SB-25-015 by the Purchasing Agent with two respondents, SiteOne Landscape Supply LLC and Storr Tractor Company; and
WHEREAS, the Director of Parks and Recreation is recommending an award of contract to SiteOne Landscape Supply LLC and Storr Tractor Company for a two (2) year contract term beginning March 1, 2025, and expiring on February 28, 2027; and
WHEREAS, the Director of Parks and Recreation is recommending that the Board authorize an appropriation in an amount not to exceed one hundred twenty thousand dollars ($120,000.00); and
WHEREAS, Storr Tractor Company, has offered their prices to members of the Passaic County Cooperative #38PCCP with the following discounts; and
WHEREAS, SiteOne Landscape Supply LLC has offered the County a twenty percent (20%) discount; and
WHEREAS, funds are available in Account Nos. 5-01-28-198-001-IP1; 5-01-28-198-001-IP1, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the April 30, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4, et seq., the Board of County Commissioners of the County of Passaic authorizes a contract award to SiteOne Landscape Supply LLC and Storr Tractor Company to provide Irrigation and Drainage Supplies for the County of Passaic Preakness Valley Golf Course for a two (2) year contract term beginning March 1, 2025, and expiring on February 28, 2027, in an amount not to exceed one hundred twenty thousand dollars ($120,000.00), in accordance with the terms and conditions set forth in SB-25-015.
