RESOLUTION EXERCISING THE FIRST ONE-YEAR OPTION TO RENEW VARIOUS CONTRACTS UNDER RFP-25-032, PROGRAMS FOR WORKFIRST NEW JERSEY TANF/GA/SNAP GRANT ADMINISTERED BY THE COUNTY DEPARTMENT OF HUMAN SERVICES, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) specifically authorizes the County to utilize competitive contracting to procure services related to the operation, management or administration of social service programs, including the programs described in this Resolution; and
WHEREAS, on October 10, 2025, the Purchasing Agent issued RFP-25-032, Programs for WorkFirst New Jersey TANF/GA/SNAP Grant Administered by The County Department of Human Services (“RFP-25-032”), responses to which were unsealed on October 30, 2025; and
WHEREAS, on November 17, 2025, the Board passed Resolution No. R-25-1088, authorizing contract awards under RFP-25-032 to Cultural Learning Center, Inc. for Adult Basic Education and Workplace Connection programs, for a term commencing upon award and expiring on September 30, 2026, with the County retaining three (3) one-year options to renew; and
WHEREAS, the Director of the Department is recommending that the County exercise the first one-year option to renew the above-described contracts, for a term from October 1, 2026 to September 30, 2027, and an overall total amount not to exceed four hundred thousand dollars ($400,000.00), to be divided among these contracts as follows:
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., Cultural Learning Center, Inc. executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that Cultural Learning Center, Inc. is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. G-01-41-726-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the September 30, 2026 Health and Human Service Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic ratifies and exercises the first one-year option to renew the County’s contracts under RFP-25-032 with Cultural Learning Center, Inc., for a term from October 1, 2026 to September 30, 2027, and for an overall total amount not to exceed four hundred thousand dollars ($400,000.00), to be divided among these contracts as follows, all in accordance with RFP-26-032 and the providers’ responses thereto:
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Director of the Department, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
