RESOLUTION AUTHORIZING A MEMORANDUM OF UNDERSTANDING BETWEEN THE PASSAIC COUNTY DEPARTMENT OF HEALTH AND THE CITY OF CLIFTON HEALTH DEPARTMENT RELATED TO PUBLIC HEALTH NURSE CASE MANAGEMENT SERVICES AND/OR ENVIRONMENTAL INSPECTIONS FOR CHILDHOOD LEAD POISONING, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 525,000 residents of the County; and
WHEREAS, the County and the City of Clifton are currently parties to a memorandum of understanding, governing the coordination of the parties with respect to delivery of public health nurse case management services and/or environmental inspections for lead-burdened children residing in jurisdictions covered by the Clifton Health Department; and
WHEREAS, the above-described memorandum of understanding is expiring on June 30, 2026, and the County and Clifton desire to enter into a new Memorandum of Understanding on the same terms, as attached hereto and made a part of this Resolution, for a period of three years from July 1, 2026 to June 30, 2029; and
WHEREAS, this matter was discussed at the June 10, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic authorizes the attached Memorandum of Understanding with the City of Clifton for Public Health Nurse Case Management Services and/or Environmental Inspections for Childhood Lead Poisoning, for a period of three years from July 1, 2026, to June 30, 2029.
LET IT BE FURTHER RESOLVED, that the Director of the Board, the Clerk to the Board, County Counsel, and the Director of the Department/Health Officer are authorized to re-execute the aforesaid Memorandum of Understanding.
