RESOLUTION AUTHORIZING THE DEPARTMENT OF HEALTH SERVICES TO APPLY FOR AND ACCEPT THE LINCS GRANT PROGRAM DPRE27LNC GRANT TO FURTHER DEVELOP THE EMERGENCY PREPAREDNESS AND RESPONSE PLAN: BIO-TERRORISM PREPAREDNESS, PANDEMIC FLU, AND OTHER PUBLIC HEALTH THREATS, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Health Services (hereafter “Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 municipalities in the County; and
WHEREAS, the State of New Jersey, Department of Health, Division of Disaster, Preparedness, Resiliency and Emergency Medical Services, informed the County that it was eligible to apply for and accept the LINCS Grant Program DPRE27LNC Grant in the amount of four hundred thirteen thousand eight hundred thirty-two and 00/100 ($413,832.00) dollars for the term beginning July 1, 2026 through June 30, 2027; and
WHEREAS, the Grant is available to the Department to further develop the Emergency Preparedness and Response Plan: Bio-Terrorism Preparedness, pandemic flu and other public health threats; and
WHEREAS, a monetary match is not required to accept these funds; and
WHEREAS, the grant period is July 1, 2026, to June 30, 2027; and
WHEREAS, this matter was discussed at the April 15, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Health Services to apply for and accept funding for the LINCS Grant Program DPRE27LNC to further develop the Emergency Preparedness and Response Plan: Bio-Terrorism Preparedness, pandemic flu and other public health threats, issued by New Jersey Department of Health, in the amount of ($413,832.00) with a grant period beginning on July 1, 2026 and ending June 30, 2027; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director/Health Officer are authorized to take any other steps necessary to carry out the purpose of this Resolution.
