RESOLUTION TO AMEND RESOLUTION R-25-636, DATED JULY 15, 2025, AMENDED BY R-25-722, DATED AUGUST 12, 2025, TO ALLOCATE ADDITIONAL FUNDS FOR TANF AND GA/SNAP FOR CAREER SERVICES UNDER RFP 22-018 AND UNDER RFP 24-031 FOR ONE STOP CAREER CENTER MANAGEMENT.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter the “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to Resolution R-25-722, dated August 12, 2025, 2025, the Board authorized amendment of R-25-636, dated July 15, 2025, to renew a grant to Workforce Development Center for career services under RFP-018 and to private management under RFP-24-031 for the Department of Human Services; and
WHEREAS, the purpose of this resolution is to amend R-25-636, dated July 15, 2025, to allocate an additional amount of $969,290.00 (TANF = $416,917.00 and SNAP = $552,373.00) for Career Services under RFP 22-018, and to allocate an additional amount of $116,162.00 (TANF = $55,758.00 and SNAP = $60,404.00) for One Stop Career Center Management under RFP 24-031; and
WHEREAS, the total amount of this expenditure is $1,085,452.00; and
WHEREAS, funds are available in Account Nos. G-01-41-725-025-213 in the amount of $472,675.00 and G-01-41-725-026-213 in the amount of $612,777.00 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the October 21, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes amendment of R-25-636, dated July 15, 2025, amended by R-25-722, dated August 12, 2025, to allocate an additional amount of $969,290.00 (TANF = $416,917.00 and SNAP = $552,373.00) for Career Services under RFP 22-018, and to allocate an additional amount of $116,162.00 (TANF = $55,758.00 and SNAP = $60,404.00) for One Stop Career Center Management under RFP 24-031 for a total expenditure amount of $1,085,452.00; and
LET IT BE FURTHER RESOLVED, that all the other terms and conditions as set forth in Resolution R-25-636, dated July 15, 2025, and amended by Resolution R-25-722, dated August 12, 2025, remain in full force and effect; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
