RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO 360 FIRE PREVENTION, LLC, FOR REPLACEMENT OF SPRINKLER HEADS AT 151 EAST 11TH STREET/495-501 RIVER STREET IN THE CITY OF PATERSON, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold [40A:11-3], shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, the Purchasing Agent issued Fire Extinguishers, Fire Sprinkler Systems, Domestic Water Back Flow Preventers and Fire Pumps Maintenance/Repair/Inspection/New Equipment Installation, SB-25-022 (hereafter “SB-25-022”), in compliance with N.J.S.A. 40A:11-4, et seq., that solicited competitive pricing from qualified vendors for the goods and services sought therein; and
WHEREAS, the lowest responsible bidder to SB-25-022 was 360 Fire Prevention, LLC; and
WHEREAS, 360 Fire Prevention, LLC, has offered its prices to members of the Passaic County Cooperative #38PCCP; and
WHEREAS, on February 11, 2025, the Board passed Resolution No. R-25-105 authorizing an award of contract to 360 Fire Prevention, LLC for fire prevention and water back flow preventer maintenance, repair, inspection, and new equipment installation at county institutions; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the Superintendent of Buildings & Grounds is recommending that the Board award a contract to 360 Fire Prevention, LLC, for necessary labor and materials to complete the replacement of approximately nine hundred upright sprinkler heads at the building located at 151 East 11th Street/495-501 River Street in the City of Paterson, in an amount non to exceed eighty thousand three hundred dollars ($80,300.00) pursuant to the proposal submitted by 360 Fire Prevention, LLC, attached hereto and included herewith; and
WHEREAS, funds are available in Account No. C-04-55-169-001-901, or in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed via email on October 23, 2025 Public Works Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, that the Board of County Commissioners of the County of Passaic authorizes the award of contract to 360 Fire Prevention, LLC, for necessary labor and materials to complete the replacement of approximately nine hundred upright sprinkler heads at the building located at 151 East 11th Street/495-501 River Street in the City of Paterson, pursuant to the terms, prices, and conditions of 360 Fire Prevention, LLC’s response to SB-25-022, in an amount non to exceed eighty thousand three hundred dollars ($80,300.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Board of County Commissioners, and Purchasing Agent are authorized to execute agreements with the vendors listed herein and take any other steps necessary to carry out the purpose of this Resolution.
