RESOLUTION AUTHORIZING AWARD OF CONTRACT TO MILLENNIUM COMMUNICATIONS GROUP, INC., TO EXTEND THE COUNTY’S FIBER OPTIC LINE TO THE JOHNER BUILDING IN THE TOWNSHIP OF WEST MILFORD, PURSUANT TO N.J.S.A. 40A: 11-12

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40:11-12, et seq., the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, Millennium Communications Group, Inc., submitted competitive pricing for T2989 - Communications Wiring Services, Master Blanket Purchase Order 23-TELE-45463, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, the County Engineer is recommending an award if contract to Millennium Communications Group, Inc., of East Hanover, New Jersey, to relocate County fiber optic lines on Oldham Road in the Township of Wayne, to accommodate utility pole relocations, in an amount not to exceed forty thousand eight hundred twenty-one dollars and fifty cents ($40,821.50); and
WHEREAS, funds are available in Account No. C-04-55-182-002-920, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution
WHEREAS, this matter was discussed on October 21, 2025 by the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Passaic County Board of Commissioners hereby awards a contract to Millennium Communications Group, Inc., to extend the County’s fiber optic system from Marshall Hill Road to the Johner Building in the Township of West Milford, in an amount not to exceed forty-three thousand six hundred forty-six dollars and sixty-six cents ($43,646.66), as recommended by the County Engineer.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Passaic County Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
