RESOLUTION AUTHORIZING THE RETIREMENT OF MOUNT WYATT (HORSE) FROM ACTIVE SERVICE WITH THE PASSAIC COUNTY SHERIFF’S OFFICE MOUNTED DIVISION AND THE TRANSFER OF OWNERSHIP TO ELITE EQUINE 3 LOCATED IN GARRET MOUNTAIN RESERVATION IN THE BOROUGH OF WOODLAND PARK, PURSUANT TO N.J.S.A. 40:20-1 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to Article VIII, Section III, Paragraph 2 of the New Jersey Constitution, counties are permitted to donate personal property no longer needed for the public use, provided that the gift serves a benefit to the community as a whole, and the recipient of the gift engages in roles related to the function of government; and
WHEREAS, Mount Wyatt has reached an end of his useful service with the Passaic County Sheriff's Office Mounted Division; and
WHEREAS, the Passaic County Sheriff’s Office desires to retire Mount Wyatt from active service with the Passaic County Sheriff’s Office Mounted Division due to his age, and donate ownership of Mount Wyatt to Elite Equine 3, LLC operator of the Passaic County Equestrian Center located in Garret Mountain Reservation in the Borough of Woodland Park; and
WHEREAS, Mount Wyatt will live out the remainder of his life at the Passaic County Equestrian Center operated by Elite Equine 3, LLC without any liability or other expense to the County; and
WHEREAS, the Passaic County Sheriff’s Office now seeks approval of the Board to accomplish same; and
WHEREAS, this matter was discussed at the June 16, 2026 meeting of the Law and Public Safety Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, that pursuant to N.J.S.A. 40:20-1 et seq., that the Board of County Commissioners of the County of Passaic hereby authorizes the Passaic County Sheriff’s Office to retire Mount Wyatt (horse) from active service with the Passaic County Sheriff's Office Mounted Division and further donate Mount Wyatt to Elite Equine 3 LLC, operator of the Passaic County Equestrian Center in Garret Mountain Reservation in the Borough of Woodland Park.
LET IT BE FURTHER RESOLVED, that the Sheriff or his designee, Director of the Board of County Commissioners, County Administrator, County Counsel, Clerk of the Board, Chief Financial Officer, and any other employee for the County of Passaic may take any action necessary to effectuate the purpose of this Resolution.
