RESOLUTION APPOINTING RICHARD R. MAURER, JR. AS SUPERINTENDENT OF BUILDINGS AND GROUNDS FOR THE COUNTY OF PASSAIC, PURSUANT TO N.J.S.A. 40A:9-32

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:9-32, the Board, by resolution, may provide for the appointment of a county superintendent of buildings and grounds and shall fix the compensation and prescribe the powers, duties and functions of said county superintendent; and
WHEREAS, the term of office of the county superintendent of buildings and grounds shall be five (5) years from the date of his appointment and until his successor is chosen and qualified; and
WHEREAS, the superintendent of buildings and grounds shall be required to furnish a bond in such amount as the Board shall fix and approve as to form; and
WHEREAS, on May 21, 2024, the Board passed Resolution No. R-24-398, reappointing Stephen Orsini as the County’s Superintendent of Buildings and Grounds for a five (5) year term, beginning on June 1, 2024 and expiring on May 31, 2029; and
WHEREAS, after serving admirably as the Superintendent of Buildings and Grounds for more than six years, Stephen Orsini has recently retired from with the County, leaving the position vacant; and
WHEREAS, pursuant to N.J.S.A. 40A:9-12.1, the office of any person appointed to a specified term, with or without compensation, by the governing body or chief executive of any local unit, including persons appointed to any board, committee, commission, authority or other agency of one or more local units, shall be deemed vacant, upon the filing by such officer of his written resignation, and the Board shall forthwith fill the office for the unexpired term in the manner prescribed by law; and
WHEREAS, Richard R. Maurer, Jr., who currently works for the County’s Building & Grounds Department as an Electrical Supervisor, possesses all of the requisite qualifications to serve as the County’s Superintendent of Buildings and Grounds; and
WHEREAS, the County Administrator is recommending that Richard R. Maurer, Jr. be appointed to fill the position of Superintendent of Buildings and Grounds for the unexpired term of Stephen Orsini, effective immediately and expiring on expiring on May 31, 2029; and
WHEREAS, this matter was presented to the Administration & Finance Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:9-32, the Board of County Commissioners of County Commissioners hereby appoints Richard R. Maurer, Jr. as Superintendent of Buildings and Grounds for the County of Passaic for the unexpired term of Stephen Orsini, effective immediately and expiring on expiring on May 31, 2029
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, and Director of the Board shall take any action necessary to carry out the purpose of this Resolution.
