R-26-0569, EXTENDING CONTRACTS WITH PASSAIC COUNTY WORKFORCE DEVELOPMENT CENTER UNDER RFP-22-018, PROVISION OF WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) TITLE I CAREER SERVICES ADULT, DISLOCATED WORKER, AND YOUTH AND WORK FIRST NEW JERSEY (WFNJ) AND SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM / EMPLOYMENT TRAINING (SNAP E&T) CASE MANAGEMENT SERVICES AND RFP-24-031, NEW JERSEY ONE-STOP CAREER CENTER OPERATIONS MANAGEMENT SERVICES FOR THE PASSAIC COUNTY WORKFORCE DEVELOPMENT BOARD, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the County’s Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, on July 15, 2025, the Board passed Resolution No. R-25-636, exercising the third and final option to renew a contract with Passaic County Workforce Development Center for Career Services under RFP-22-018, Provision of Workforce Innovation and Opportunity Act (WIOA) Title I Career Services - Adult, Dislocated Worker, and Youth and Work First New Jersey (WFNJ) and Supplemental Nutrition Assistant Program / Employment and Training (SNAP E&T) Case Management Services (“RFP-22-018”), as well as the first and final option to renew a contract with Passaic County Workforce Development Center for One Stop Career Center Management under RFP-24-031, New Jersey One-Stop Career Center Operations Management Services for the Passaic County Workforce Development Board for the Department of Human Services (“RFP-24-031”), each for a term from July 1, 2025 to June 30, 2026
WHEREAS, on June 23, 2026, the Board passed Resolution No. R-26-0569, authorizing the temporary extension of the above-described contracts with Passaic County Workforce Development Center under RFP-22-018 and RFP-24-031, on the same terms for an additional three-month period from July 1, 2026, to September 30, 2026; and
WHEREAS, Resolution No. R-26-0569 was adopted in error, and the Director of the Department has advised that it is necessary to rescind and repeal such resolution to allow for a new contract to be awarded for a term beginning on July 1, 2026; and
WHEREAS, this matter was presented for the July 1, 2026, meeting of the Health and Human Services Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby rescinds and repeals Resolution No. R-26-0569.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Board, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
