RESOLUTION AUTHORIZING THE EXECUTION OF GRANT AGREEMENT DOAS26AAA016 FROM THE NEW JERSEY DEPARTMENT OF HUMAN SERVICES, DIVISION OF AGING SERVICES, FOR 2026 TO DEVELOP A COMPREHENSIVE AND COORDINATED SYSTEM OF SERVICES FOR THE ELDERLY UNDER THE OLDER AMERICANS ACT OF 1965, AS AMENDED, AS AUTHORIZED BY 42 U.S.C.A. SEC. 3001, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, in the Policy Memorandum No. 2025-6, I-6, 2026 Area Plan Contract, dated October 6, 2025, attached hereto and made a part hereof, the State of New Jersey, Department of Human Services, Division of Aging Services, informed the County that it was eligible to apply for and accept the 2026 Area Plan Contract in the amount of Two Million, Nine Hundred Thirty-Six Thousand, Three Hundred Ninety-Seven ($2,936,397.00) Dollars for a period beginning January 1, 2026, and ending December 31, 2026; and
WHEREAS, the Department desires to use these funds at this time to carry out a program to develop a comprehensive and coordinated system of services for the elderly under the Older Americans Act of 1965, as amended; and
WHEREAS, pursuant to the 2026 Area Plan Contract, the funds under Advanced Planning Documents, Intent to Fund/Initial Distribution of Title III and Related State Match, State Funded and other Federal Programs will be distributed as follows: Title IIIB: $311,550.00; Title IIIC1: $380,102.00; Title IIIC2: $297,697.00; Title IIID, $20,162.00; Title IIIE, $144,320.00; with an accompanying New Jersey State Match Funds: $90,727.00; and an additional grant from the State of New Jersey for the Weekend Home Delivered Meals Program: $57,407.00; Safe Housing and Transportation Program: $66,967.00; Adult Protective Service: $415,906.00; Supplemental Aging Supportive Services: $557,253.00; State Home Delivered Meals: $166,360.00; Care Management Quality Assurance: $23,810.00; Medicaid Match: $58,925.00; COLA: $312,432.00; NSIP (USDA): $32,779.00; and
WHEREAS, attached hereto as Schedule A is a spreadsheet showing 50% of anticipated Federal Title III-B, C-1, C-2, D, E and related State Match, as well as 100% for State Weekend Home Delivered Meals (SWHDM), Safe Housing and Transportation (SHTP), Adult Protective Services (APS), Supplemental Aging Supportive Services (SASS), Care Management Quality Assurance (CMQA), Supplemental Funds (Formerly known as COLA - Cost of Living Adjustment), State Home Delivered Meals (SHDM) and Medicaid reimbursement. Also included is the initial 27% allocation of Nutrition Services Incentive Program (NSIP) and 100% allocation of the anticipated Medicaid reimbursement amount; and
WHEREAS, the balance of Title III, State Match and NSIP funds will be distributed to AAAs in the midyear and final amendments once the notice of grant award is received from the Administration on Aging; and
WHEREAS, a dollar match is required in the amount of One Million, Four Hundred Thousand ($1,400,000.00) Dollars; and
WHEREAS, funds are available in Account No. 5-01-41-203-001-MGK and any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the October 21, 2025, meeting of the Health and Human Services Committee, and is being recommended to the Board for approval; and
NEW THEREFORE, LET IT BE RESOLVED, pursuant to 42 U.S.C.A. Sec. 3001, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”), pursuant to the terms and conditions set forth above and in the aforementioned 2026 Area Plan Contract, authorize the Department of Senior Services to apply for and accept the funds under the 2026 Area Plan Contract in the total amount of Two Million, Nine Hundred Thirty-Six Thousand, Three Hundred Ninety-Seven ($2,936,397.00) Dollars for a period beginning January 1, 2026 and ending December 31, 2026, as set forth herein.
LET IT BE FURTHER RESOLVED, that the Director of the Board and Clerk to the Board are hereby authorized to execute the aforesaid Grant Agreement DOAS26AAA016 to carry out the terms thereof, subject to the actual receipt of the above-stated funds from the New Jersey Department of Human Services, Division of Aging Services.
