RESOLUTION TO AMEND RESOLUTION R-24-691, DATED AUGUST 13, 2024, TO ALLOCATE AN ADDITIONAL $227,658.00 TO TANF AND $273,342.00 TO GA/SNAP, TOTALING $501,000.00, AND TO EXTEND THE TERM OF THE CONTRACT UNTIL SEPTEMBER 30, 2025

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the mission of the Passaic County Workforce Development Board (hereafter “WDB”) is to ensure that occupational investments are made in Passaic County to support workforce development, training, and job preparation for residents; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social service programs, under which this program falls; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R-2017-0370, dated May 9, 2017, authorizing competitive contracting for WDB programs; and
WHEREAS, on June 14, 2022, the Purchasing Agent unsealed responses to Provision of Workforce Innovation and Opportunity Act (WIOA) Title I Career Services - Adult, Dislocated
Work, and Youth AND Work First New Jersey (WFNJ) and Supplemental Nutrition Assistant Program/Employment and Training (SNAP E&T) Case Management Services, RFP-22-018 (hereafter “RFP-22-018”); and
WHEREAS, in accordance with the law, a Review Committee was convened to review the responses to RFP-22-018, and in a memorandum dated June 21, 2022, recommended an award of contract to Passaic County Workforce Development Center, as contained in Resolution No. R-22-0721, dated August 9, 2022 with three (3) one-year options to renew; and
WHEREAS, pursuant to Resolution R-23-0726, the Board authorized the first one-year option to renew on August 8, 2023, for the period July 1, 2023, to June 30, 2024; and
WHEREAS, pursuant to Resolution R-24-691, dated August 13, 2024, the Board authorized the exercise of the second one-year option to renew under RFP-018 for the term July 1, 2024, to June 30, 2025; and
WHEREAS, the Director is requesting the amendment of R-24-691, dated August 13, 2024, to allocate an additional $227,658.00 to TANF and $273,342.00 to GA/SNAP, totaling $501,000.00, and to extend the term of the contract until September 30, 2025, as per the attached contract extension award granted by the NJ Department of Labor and Workforce Development; and
WHEREAS, funds are available in Account Nos. G-01-041-725-024-PE1 and G-01-041-726-024-PE1 or in in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the May 20, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the amendment of R-24-691, dated August 13, 2024, to allocate an additional $227,658.00 to TANF and $273,342.00 to GA/SNAP, totaling $501,000.00, and to extend the term of the contract until September 30, 2025; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
