RESOLUTION AUTHORIZING THE AWARD OF A CONTRACT TO 22ND CENTURY TECHNOLOGIES, INC. TO PROVIDE TEMPORARY STAFFING SERVICES, PURSUANT TO N.J.S.A. 40A:11-12, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, et seq, the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract(s) for such goods and services entered into on behalf of the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, 22nd Century Technologies, Inc. has been awarded State Contract No. 23-GNSV1-35293 for M2001- Temporary Staffing Services, including administrative, clerical, medical, and non-IT related titles, by the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, the Director of the Department is recommending that the Board authorize an award of contract to 22nd Century Technologies, Inc. to provide temporary case management staffing services for the Department’s Continuum of Care Program, for a period from March 1, 2025 to August 14, 2025, in an amount not to exceed forty-five thousand dollars ($45,000.00), in accordance with State Contract No. 23-GNSV1-35293; and
WHEREAS, pursuant to N.J.S.A. 52:32-60.1, et seq., 22nd Century Technologies, Inc. executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that 22nd Century Technologies, Inc. is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. T-12-56-850-000-801, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 18, 2025, Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, et seq., the Board of County Commissioners of the County of Passaic authorizes the award of a contract to 22nd Century Technologies, Inc. for the provision of temporary case management staffing services for the Department’s Continuum of Care Program, for a period from March 1, 2025 to August 14, 2025, in an amount not to exceed forty-five thousand dollars ($45,000.00), in accordance with State Contract No. 23-GNSV1-35293.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Purchasing Agent, Director of the Department, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
