RESOLUTION AUTHORIZING REAPPOINTMENTS TO THE WORKFORCE DEVELOPMENT BOARD OF PASSAIC COUNTY, PURSUANT TO THE WORKPLACE INNOVATION AND OPPORTUNITY ACT, 113 P.L. 128

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to the Workforce Innovation and Opportunity Act, 113 P.L. 128, the Board established the Workforce Development Board of Passaic County to develop and submit a comprehensive four-year local plan, and other conditions as stated therein, to aid in workforce development activities in Passaic County; and
WHEREAS, on March 8, 2022, the Board passed Resolution No. R-22-0167, reappointing Helene Simms to the Workforce Development Board for a three (3) year term; and

WHEREAS, on January 24, 2023, the Board passed Resolution No. R-23-0030, reappointing Dennis M. Callen, Esq.; Erica P. Cashaw; Joseph S. Knight; and Susan Ronga to the Workforce Development Board, each for a three (3) year term; and
WHEREAS, on May 9, 2023, the Board passed Resolution No. R-23-0441, appointing Mary Celis to the Workforce Development Board for a three (3) year term; and
WHEREAS, on February 25, 2025, the Board passed Resolution No. R-25-134, appointing Dr. Rev. William O. Henry to the Workforce Development Board for the unexpired term of Carolyn S. McCombs; and
WHEREAS, the Executive Director of the Workforce Development Board is recommending that Helene Simms; Dennis M. Callen, Esq.; Erica P. Cashaw; Joseph S. Knight; Mary Celis; Dr. Rev. William O. Henry; and Susan Ronga be reappointed to three (3) year terms on the Workforce Development Board of Passaic County, in compliance with the Workforce Innovation and Opportunity Act; and
WHEREAS, this matter was considered by the Administration and Finance Committee and is being recommended to the Board approval.
NOW, THEREFORE, LET IT BE RESOLVED, in compliance with the requirements in the Workforce Innovation and Opportunity Act, 113 P.L. 128, that the Board of County Commissioners of the County of Passaic authorizes the following reappointments to the Workforce Development Board of Passaic County:

LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director to the Board of County Commissioners are authorized to take any other action to carry out the purposes of this Resolution.
