RESOLUTION EXTENDING CONTRACTS WITH VARIOUS VENDORS UNDER RFP-26-010, RE-BID SOCIAL SERVICES FOR THE HOMELESS (SSH) AND TRANSPORTATION (TS) GRANTS ADMINISTERED BY THE COUNTY DEPARTMENT OF HUMAN SERVICES, PURSUANT TO N.J.S.A. 40A:11-15

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, on December 11, 2025, the Purchasing Agent issued RFP-26-010, Re-Bid Social Services for The Homeless (SSH) and Transportation (TS) Grants Administered by The County Department of Human Services (“RFP-26-010”), responses to which were unsealed on January 6, 2026 and subsequently reviewed and ranked in accordance with the law; and
WHEREAS, on February 24, 2026, the Board passed Resolution No. R-26-0185, authorizing contract awards to Center for Family Resources, Inc. (for Prevention and Case Management); Center for Food Action New Jersey (for Prevention); Paterson NJ OIC (for License and Vehicle Restoration Programs); and Paterson Task Force (for Emergency Family Shelter) under RFP-26-010, each for a six-month term from January 1, 2026, to June 30, 2026, with the County retaining four (4) one-year options to renew; and
WHEREAS, for administrative reasons, the County has determined that rather than exercise its option to renew the above-described group of contracts, it is necessary to commence rebidding with respect to same;
WHEREAS, pursuant to N.J.S.A. 40A:11-15, a contract may be extended by mutual agreement of the parties to the contract when a contracting unit has commenced rebidding prior to the time the contract expires or when the awarding of a contract is pending at the time the contract expires; and
WHEREAS, in order to avoid a lapse in services, the Director of the Department has advised that it is necessary to extend the above-described group of contracts on the same terms, in accordance with N.J.S.A. 40A:11-15, for an additional three-month period from July 1, 2026 to September 30, 2026, in the following amounts:

WHEREAS, these awards are made pending the certification of funding that has been accepted from the New Jersey Division of Family Development for this purpose; and
WHEREAS, funds are available in Account No. G-01-41-811-027-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the above-listed vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendors are not involved in prohibited activities in Russia and Belarus, and the County confirmed the vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the June 10, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-15, the Board of County Commissioners of the County of Passaic authorizes the extension of the County’s contracts with the following vendors under RFP-26-010, Re-Bid Social Services for The Homeless (SSH) and Transportation (TS) Grants Administered by The County Department of Human Services, on the same terms for an additional three-month period from July 1, 2026, to September 30, 2026, and for the amounts specified below:

LET IT BE FURTHER RESOLVED, that the Director of the Department, Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
