RESOLUTION AUTHORIZING AWARD OF $17,500.00 TO CHURCH WORLD SERVICES JERSEY CITY FOR THE “MITIGATING BARRIERS TO SCHOOL ATTENDANCE FOR ASYLUM SEEKING MINORS IN THE CLIFTON SCHOOL DISTRICT” PROGRAM FOR THE PERIOD OF APRIL 1, 2024, TO DECEMBER 31, 2024.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with managing the property, finances, and affairs of the County; and
WHEREAS, the County through its Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantage and homeless citizens; and
WHEREAS, the Director of the Department is requesting a Resolution authorizing award of seventeen thousand five hundred and 00/100 ($17,500.00) dollars to Church World Human Services Jersey City for the award period of April 1, 2024 to December 31, 2024; and
WHEREAS, pursuant to N.J.S.A. 40A:11-6.1(a), the Department solicited three (3) quotes from local providers; and
WHEREAS, pursuant to N.J.S.A. 40A:11-6.1(a), the Department has identified Church World Services Jersey City as the provider most advantageous to the County in performing this role;
WHEREAS, funds are available in Account No. 4-01-27-162-002-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the April 2, 2024, meeting of the Health and Human Services Committee and is being recommended to the Passaic County Board of County Commissioners for approval; and
NOW THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic authorizes the award amount of seventeen thousand five hundred and 00/100 ($17,500.00) dollars to Church World Service Jersey City for “Mitigating Barriers to School Attendance for Asylum Seeking Minors in the Clifton School District” Program for the award period of April 1, 2024, to December 31, 2024; and
LET IT FURTHER RESOLVED, that the County Administrator, County Counsel, Clerk to the Board, Director of Human Services for the County of Passaic are authorized to take all necessary action to carry out the purpose of this Resolution.
