RESOLUTION AUTHORIZING A SERVICE AGREEMENT WITH THE GARRET MOUNTAIN EQUESTRIAN CENTER D/B/A ELITE EQUINE GROUP, LLC, TO CONDUCT HORSE ETIQUETTE AND HORSE-RIDING LESSONS IN COLLABORATION WITH THE PASSAIC COUNTY DEPARTMENT OF PARKS AND RECREATION, PURSUANT TO N.J.S.A. 40:20-1 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq.; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Passaic Board of County Commissioners (the “Board”) is vested with the powers to make all decisions on behalf of the County; and
WHEREAS, on December 30, 2024, the Board passed Resolution No. R-24-1240 authorizing a lease agreement with Elite Equine Group, LLC, for the operation of the Garret Mountain Reservation Equestrian Center via re-bid RFP-25-010; and
WHEREAS, the Director of the Department of Parks and Recreation is recommending that the Board approve a service agreement with Elite Equine Group, LLC, whereby Elite Equine Group LLC and the County collaborate in operating programs providing educational horsemanship lessons beginning in the summer on July 20, 2026 through August 31, 2026 and beginning in the fall on September 14, 2026 through October 19, 2026 (hereafter “Program”); and
WHEREAS, the costs of the Program will be borne by participants, and the County will not be responsible for any payments to Elite Equine Group, LLC; and
WHEREAS, participants will pay sixty dollars ($60.00) directly to Elite Equine Group, LLC, for a six-week session.
WHEREAS, this matter was discussed at the July 1, 2026 meeting of the Public Works Committee, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1 et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the service agreement with Elite Equine Group, LLC, to operate two six-week programs providing educational horsemanship lessons beginning in the summer on July 20, 2026 through August 31, 2026 and beginning in the fall on September 14, 2026 through October 19, 2026 in collaboration with the Passaic County Department of Parks and Recreation
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this resolution.
