RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO JOHNSTON G.P., INC D/B/A JCT SOLUTIONS, TO SUPPLY AND INSTALL TELEPHONE SYSTEM EQUIPMENT FOR 11 EDGAR DRIVE IN THE TOWNSHIP OF WEST MILFORD, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County desires to install telephone systems and related equipment at 11 Edgar Drive, in the Township of West Milford; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, the County is a member of the Union County Cooperative Pricing System, which awarded a contract for Electronic Network Equipment, Security and Cabling Contract #8UCCP 20-2025 to Johnston G.P., Inc. d/b/a JCT Solutions, to provide electronic network equipment, security, and cabling to members of the cooperative; and
WHEREAS, Johnston G.P., Inc. d/b/a JCT Solutions, provided a quote to the County Engineer, to supply and install telephone systems and related equipment for the building located at 11 Edgar Drive in the Township of West Milford, in an amount not to exceed thirteen thousand eight hundred eighty-five dollars and sixty-five cents ($13,885.65) attached to and made part of this resolution, which is being recommended for approval by the County Engineer; and
WHEREAS, funds are available in Account No. C-04-55-182-002-903, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the November 25, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to Johnston G.P., Inc. d/b/a JCT Solutions, to supply and install telephone systems and related equipment for the building located at 11 Edgar Drive in the Township of West Milford, in an amount not to exceed thirteen thousand eight hundred eighty-five dollars and sixty-five cents ($13,885.65), as recommended by the County Engineer.
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
