RESOLUTION APPOINTING MEMBERS TO THE PASSAIC COUNTY PUBLIC HOUSING AGENCY FOR CALENDAR YEAR 2025 PURSUANT TO 42 U.S.C. § 1437

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, on July 27, 1977, the Board created the Passaic County Public Housing Agency (“Agency”), which is responsible for administering the federally funded housing choice vouchers and providing rental assistance to eligible County residents; and
WHEREAS, pursuant to 42 U.S.C § 1437(b)(1), the membership of each housing agency shall contain not less than one (1) member who is directly assisted by the public housing agency and who may, if provided for in the public housing agency plan, be elected by the residents directly assisted by the public housing agency; and
WHEREAS, pursuant to 42 U.S.C § 1437(b)(1), the Agency’s Board of Directors consists of six (6) County Commissioners and one (1) County resident who receives rental assistance from the Agency; and
WHEREAS, the Passaic County Administrator is recommending that Elsa Rivera, a resident of Prospect Park, be reappointed to the Agency’s Board of Directors for calendar year 2025; and
WHEREAS, this matter was discussed by the Planning & Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 42 U.S.C § 1437, the Board of County Commissioners of the County of Passaic appoints the following County Commissioners and resident of Prospect Park to the Passaic County Public Housing Agency’s Board of Directors for calendar year 2025; and

• County Commissioner John W. Bartlett
• County Commissioner Orlando Cruz
• County Commissioner Rodney A. De Vore
• County Commissioner Terry Duffy
• County Resident Elsa Rivera
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Administrator, County Counsel, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
