RESOLUTION AUTHORIZING A SECOND NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM BOROUGH OF TOTOWA FY 2021 SANITARY SEWER LINING PROJECT ALONG LINCOLN AVENUE UNTIL APRIL 26, 2024.

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2018-0536 on June 26, 2018, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the rules and regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and

 

WHEREAS, the Board adopted the FY 2021 Annual Action Plan via Resolution R-2021-0624 on June 22, 2021; and

 

WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2021 Annual Action Plan to the Borough of Totowa (hereafter “Borough”) for $100,762.00 to perform Sewer Lining along Lincoln Avenue; and

 

WHEREAS, the Board adopted resolution R-23-0780 on August 8, 2023, to provide a first no-cost time extension until December 31, 2023, to permit the Borough to complete the project which experienced construction delays due to COVID-19; and

 

WHEREAS, the Borough has notified the Division of Economic Development, see attached correspondence, that the Borough has been delayed in the implementation of the project due to a deteriorated section of pipe with excessive leakage which has delayed the relining of the sewer and is now requesting that the CDBG FY 2021 grant award be extended for the second time to April 26, 2024 to permit the Borough time to complete the project; and 

 

WHEREAS, this matter was discussed at the January 31, 2024, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and

 

WHEREAS, the Board considers this matter to be a benefit to the community and its residents;  

 

NOW, THEREFORE, LET IT BE RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes the second no-cost time extension of the Community Development Block Grant Program FY 2021 grant to the Borough of Totowa to April 26, 2024, as set forth above; and

 

LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
