RESOLUTION AUTHORIZING THE PURCHASE OF SUBSCRIPTION USER FEE FOR THE 700/800 MHZ RADIO SYSTEM FROM THE NEW JERSEY STATE POLICE FOR THE PASSAIC COUNTY SHERIFF’S OFFICE PURSUANT TO N.J.S.A. 40A:11-5(2).

WHEREAS, the County of Passaic (the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (the “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, N.J.S.A. 40A:11-5(2), provides that a contract, exceeding the threshold, can be awarded without public advertising for bids or bidding by resolution of a governing body if entered into between the County and any public board, body, officer, agency, or any state or subdivision within the state; and
WHEREAS, the Passaic County Sheriff’s Office recommends the purchase of Subscription User Fee for the 700/800 MHZ Radio System from the New Jersey State Police to ensure radio communication between: 1) the Passaic County Sheriff's Office patrolling the field(s), 2) the Passaic County Sheriff’s Office dispatch center, and 3) other agencies within the surrounding areas in an amount not to exceed eighty-three thousand seven hundred twenty-five and five cents dollars ($83,725.05) for the period of October 2024 through December 2025.
WHEREAS, funds are available in accounts: 4-01-22-130-002-213 and 5-01-22-130-002-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2025 or subsequent County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed by the Law and Public Safety on March 4, 2025, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(2), the Board of County Commissioners of the County of Passaic authorizes the purchase of Subscription User Fee for the 700/800 MHZ Radio System from the New Jersey State Police to ensure radio communication between: 1) the Passaic County Sheriff's Office patrolling the field(s), 2) the Passaic County Sheriff’s Office dispatch center, and 3) other agencies within the surrounding areas in an amount not to exceed eighty-three thousand seven hundred twenty-five and five cents dollars ($83,725.05) for the period of October 2024 through December 2025.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Chief Financial Officer, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
