RESOLUTION AUTHORIZING A PURCHASE OF LEGAL RESEARCH MATERIALS FROM WEST PUBLISHING CORPORATION FOR THE PASSAIC COUNTY PROSECUTOR’S OFFICE FOR CALENDAR YEAR 2027, PURSUANT TO N.J.S.A. 40A: 11-12.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40:11-12, et seq., the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, West Publishing Corporation submitted competitive pricing for T1616 - Data Access Services: Web-based Investigative and Locator Data, Master Blanket Purchase Order 25-TELE-127290, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, the Passaic County Prosecutor’s Office is recommending that the Board authorize a purchase from West Publishing Corporation for a subscription to CLEAR Investigative Services for the Prosecutor’s Office for calendar year 2027, in the amount of thirteen thousand two hundred dollars ($13,200.00); and
WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution
WHEREAS, this matter was discussed at the September 15, 2026, meeting of the Law and Public Safety Committee and is recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Passaic County Board of Commissioners hereby authorizes a purchase from West Publishing Corporation for a subscription to CLEAR Investigative Services for the Passaic County Prosecutor’s Office for calendar year 2027, in the amount of thirteen thousand two hundred dollars ($13,200.00), as recommended by the Passaic County Prosecutor’s Office.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, and Director of the Passaic County Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
