RESOLUTION AUTHORIZING A TRAINING PARTNERSHIP ALLOCATION OF $57,287.42 TO THE GARDEN STATE EMPLOYMENT AND TRAINING ASSOCIATION, AS REQUIRED BY THE STATE OF NEW JERSEY, DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT, PROGRAM YEAR 2023/FISCAL YEAR 2024 BUDGET GUIDELINES AND REQUIREMENTS

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“County”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for the County’s disadvantaged and homeless citizens; and
WHEREAS, on January 2, 2024, the Director of the Passaic County Workforce Development Board received a notice from the State of New Jersey, Department of Labor and Workforce Development (“NJDOL”), attached hereto and made part of this Resolution, notifying the County that NJDOL’s Program Year 2023 (“PY23”) and Fiscal Year 2024 (“FY24) budget guidelines require all local workforce development boards to allocate 2% of PY23 funds to professional development opportunities for staff of local workforce development boards and one stop; and
WHEREAS, NJDOL further required that half of the funds designated for professional development opportunities to be allocated to the Garden State Employment Training Association (“GSETA”), which will provide professional development training to staff of the Passaic County Workforce Development Center and One Stop Career Center; and
WHEREAS, the Passaic County Workforce Development Center received an invoice from GSETA, attached hereto and made part of this Resolution, in the amount of fifty-seven thousand two hundred eighty-seven dollars and forty-two cents ($57,287.42), which represents 1% of funds awarded to the County for PY23; and
WHEREAS, the Director of the Department is seeking authorization to allocate fifty-seven thousand two hundred eighty-seven dollars and forty-two cents ($57,287.42) to GSETA, as required by NJDOL’s PY23/FY24 budget guidelines and requirements; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., GSETA executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vender is not involved in prohibited activities in Russia and Belarus, and the County confirmed GSETA is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account Nos. G-01-41-721-023-PE1 ($21,098.96), G-01-41-723-023-PE1 (13,456.81), and G-01-41-722-23-PE1 ($22,731.65), or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the March 19, 2024, Health and Human Services Committee meeting and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes a training partnership allocation, in an amount not to exceed fifty-seven thousand two hundred eighty-seven dollars and forty-two cents ($57,287.42), to the Garden State Employment Training Association, as required by the State of New Jersey, Department of Labor and Workforce Development, PY23/FY24 budget guidelines and requirements.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of Human Services, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
