RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES TO APPLY FOR AND ACCEPT GRANTS FROM THE NEW JERSEY DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT PURSUANT TO THE WORKFORCE INNOVATION AND OPPORTUNITY ACT ADULT, DISLOCATED WORKER, AND YOUTH PROGRAM FUNDING ALLOCATIONS FOR PROGRAM YEAR 2026/STATE FISCAL YEAR 2027, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

WHEREAS, in notice of award letters dated June 16, 2026, which are attached hereto and made a part of this Resolution, the New Jersey Department of Labor and Workforce Development informed the County that it is eligible to apply for and accept Workforce Innovation and Opportunity Act (“WIOA”) grants in the following amounts: two million ninety-two thousand two hundred and sixty dollars ($2,092,260.00) in funding for the WIOA Adult program; one million nine hundred eighty-six thousand two hundred and thirty dollars ($1,986,230.00) in funding for the WIOA Dislocated Worker program; and two million three hundred thirty-five thousand six hundred and twenty-two dollars ($2,335,622.00) in funding for the WIOA Youth program; and

 

WHEREAS, the total amount of the WIOA grant allocations described above is six million four hundred fourteen thousand one hundred and twelve dollars ($6,414,112.00); and

 

WHEREAS, the above-described allocations are for Program Year 2026/State Fiscal Year 2027, and the period of performance for these allocations is from July 1, 2026, to June 30, 2028; and

 

WHEREAS, a monetary match is not required to accept these funds; and

 

WHEREAS, this matter was presented for the July 1, 2026, meeting of the Health and Human Services Committee, and is being recommended to the Board for approval.

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services to apply for and accept a total of six million four hundred fourteen thousand one hundred and twelve dollars ($6,414,112.00) in Workforce Innovation and Opportunity Act (“WIOA”) grant funding allocations from the New Jersey Department of Labor and Workforce Development for Program Year 2026/State Fiscal Year 2027 (period of performance from July 1, 2026 to June 30, 2028), in accordance with the terms and conditions set forth in the attached notice of award letters, with said total amount composed of the following allotments:

 

                     WIOA Adult program funding $2,092,260.00

                     WIOA Dislocated Worker program funding: 1,986,230.00

                     WIOA Youth program funding: $2,335,622.00

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
