RESOLUTION AUTHORIZING THE DEPARTMENT OF HEALTH SERVICES TO APPLY FOR AND ACCEPT ADDITIONAL GRANT FUNDING ON BEHALF OF THE TOWNSHIP OF WEST MILFORD FOR THE SUSTAINING LOCAL PUBLIC HEALTH INFRASTRUCTURE GRANT FROM THE NEW JERSEY ASSOCIATION OF COUNTY AND CITY HEALTH OFFICIALS WITH GUIDANCE FROM THE NEW JERSEY DEPARTMENT OF HEALTH, PURSUANT TO N.J.S.A. 40:20-1 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Health Services (hereafter “Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 municipalities in the County; and
WHEREAS, the Director/Health Officer of the Department is requesting a Resolution to apply for and accept additional grant funding on behalf of the Township of West Milford (pursuant to a shared service agreement) from the New Jersey Association of County and City Health Officials (hereafter “NJACCHO”) with guidance from the New Jersey Department of Health (hereafter “NJDOH”) for the Sustaining Local Public Health Infrastructure Grant (OLPH25PHI001, CFDA number 93.323); and
WHEREAS, the additional amount of grant funding will be thirty-eight thousand eight hundred seven and 00/100 ($38,807.00) dollars; and
WHEREAS, the new award amount is two hundred thirty-one thousand eight hundred seven and 00/100 ($231,807.00); and
WHEREAS, the grant period has been extended to May 31, 2026, and final reports will be due June 15, 2026; and
WHEREAS, terms of the original agreement remain in place and a letter dated April 10, 2026 from NJACCHO is attached hereto and made part of this resolution; and
WHEREAS, this matter was discussed at the April 29, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1 et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the Department of Health Services to apply for and accept additional grant funding on behalf of the Township of West Milford (pursuant to a shared service agreement) from the New Jersey Association of County and City Health Officials with guidance from the New Jersey Department of Health for the Sustaining Local Public Health Infrastructure Grant, as set forth above; and
LET IT BE FURTHER RESOLVED, that the Director of the Board, the Clerk to the Board, County Counsel, and the Director/ Health Officer are authorized to take the necessary actions to apply for and accept the grant application authorized on behalf of the County of Passaic.
