RESOLUTION AUTHORIZING THE PURCHASE AND UTILIZATION OF TEMPORARY STAFFING SERVICES FOR THE DEPARTMENT OF SENIOR SERVICES, PURSUANT TO N.J.S.A. 40A:11-12, ET.SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, et.seq., the County may, without advertising for bids or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract(s) for such goods or services entered into by the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, the Director of the Department Senior Services is requesting a Resolution authorizing the purchase and utilization of temporary staffing services from 22nd Century Technologies, Inc. to provide the necessary short-term personnel resources to accomplish grant objectives efficiently and ensure timely expenditure of available SNAP Grant funds; and
WHEREAS, the Department of Senior Services has received funding through the Supplemental Nutrition Assistance Program “SNAP” Grant to administer SNAP benefits effectively and efficiently, and also to support outreach activities to help eligible individuals apply for SNAP; and
WHEREAS, the Grant period will be November 14, 2025, through June 30, 2026; and
WHEREAS, this purchase, in the amount of two hundred eighty-one thousand thirty-one and 00/100 dollars ($281,031.00), is essential to ensure that all grant activities and expenditures are completed within the approved timeline and in full compliance with grant requirements; and
WHEREAS, 22nd Century Technologies, Inc. submitted competitive pricing for the purchase of temporary staffing services under State Contract No. 23-GNSV1-35293; and
WHEREAS, funds are available in Account No. G-01-41-805-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the October 21, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.SA. 40A:11-12, et.seq., the Board of County Commissioners of the County of Passaic authorizes the purchase of temporary staffing services from 22nd Century Technologies, Inc., for the Department of Senior Services, to provide the necessary short-term personnel resources to accomplish grant objectives efficiently and ensure timely expenditure of available SNAP grant funds, in the amount of $281,031.00 as set forth above; and
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Purchasing Agent, Director of Senior Services, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
