RESOLUTION AUTHORIZING THE DEPARTMENT OF SENIOR SERVICES, PARATRANSIT DIVISION, TO ACCEPT A FY2025 CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT PROGRAM LOCAL MOBILITY INITIATIVES GRANT AWARD FROM THE NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY FOR THE PASSAIC COUNTY MOVE MICRO-TRANSIT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the County’s Department of Senior Services, through its Paratransit Division (“Division”) provides transportation for the County’s senior citizens and disabled residents in need of non-emergency rides to medical appointments, shopping centers, group work programs, and County-run nutrition and adult day care sites; and
WHEREAS, on December 9, 2025, the Board adopted Resolution No. R-25-1158, authorizing the Division to apply for a FY2025 Congestion Mitigation and Air Quality Improvement Program Local Mobility Initiatives grant from the North Jersey Transportation Planning Authority (“NJTPA”) to provide operational support funding for the Passaic County MOVE Micro-Transit Program; and
WHEREAS, the Division has advised that the NJTPA has approved its grant application and awarded a FY2025 Congestion Mitigation and Air Quality Improvement Program Local Mobility Initiatives grant for the Passaic County MOVE Micro-Transit Program in the amount of two million two hundred and ninety-five thousand dollars ($2,295,000.00); and
WHEREAS, this matter was presented for the August 26, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of the County of Passaic hereby authorizes the acceptance of a North Jersey Transportation Planning AuthorityFY2025 Congestion Mitigation and Air Quality Improvement Program Local Mobility Initiatives grant for the Passaic County MOVE Micro-Transit Program in the amount of two million two hundred and ninety-five thousand dollars ($2,295,000.00).
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Director of the Department of Senior Services, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
