RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES TO AWARD A CONTRACT TO OASIS, INC. - A HAVEN FOR WOMEN AND CHILDREN TO PROVIDE SOUP KITCHEN SERVICES TO THE HOMELESS UNDER THE COMMUNITY BLOCK SERVICES GRANT IN CALENDAR YEAR 2026, PURSUANT TO N.J.S.A. 40A:11-5(e).

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the Director of the Department is requesting a resolution to award Oasis, Inc. - A Haven for Women and Children ten thousand and 00/100 ($10,000.00) dollars to provide Soup Kitchen Services to the Homeless under the Community Block Services Grant in calendar year 2026; and
WHEREAS, the Director solicited two other quotes: one from Eva’s Village in the amount of $15,000.00 and one from the Center for Family Resources in the amount of $15,000.00; and
WHEREAS, the award of contract is exempt from the Local Public Contracts Law because the contract is for the purchase of perishable foods as a subsistence supply, in accordance with N.J.S.A. 40A:11-5(e); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. G-01-41-818-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the April 15, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(e), the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services to award a contract to Oasis, Inc - A Haven for Women and Children in the amount of ten thousand and 00/100 ($10,000.00) dollars to provide Soup Kitchen Services to the Homeless under the Community Block Services Grant in calendar year 2026; and
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall publish on the Public Notices page of the County’s website, a brief notice stating the nature, duration, service, and amount of the contracts to the approved vendors as stated herein and maintain a copy of the Resolution on file and available for public inspection in the Office of the Clerk to the Board; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Human Services Department are authorized to take any other steps necessary to carry out the purpose of this Resolution.
