RESOLUTION INCREASING THE APPROPRIATION ON CONTRACTS WITH PROVIDERS OF AGENCY CLINCAL STAFF FOR PASSAIC COUNTY DEPARTMENTS AND INSTITUTIONS DURING THE 2026 CALENDAR YEAR, RFQ-26-018, PURSUANT TO N.J.A.C. 5:30-11.6

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5(1)(a)(i), the Purchasing Agent issued RFQ-26-018, Agency Clinical Staff for the County of Passaic Departments and Institutions (“RFQ-26-018”) seeking qualifications for providers to supply agency clinical staff for Passaic County departments and institutions, including Preakness and the Department of Health Services, for the period of January 1, 2026, to December 31, 2026, responses to which were unsealed on October 24, 2025; and
WHEREAS, on November 17, 2025, the Board passed Resolution No. R-25-1090, authorizing an award of contract to various respondents to RFQ-26-018, for the period of January 1, 2026, to December 31, 2026, for a total amount not to exceed five million four hundred eighty thousand dollars ($5,480,000.00) across all providers qualified and contracted with under RFQ-26-018; and
WHEREAS, pursuant to N.J.A.C. 5:30-11.6, the County can authorize contract modifications for professional services and extraordinary unspecifiable services, when the change is within the scope of activities of the original contract, and not for the purpose of undertaking new or different work or projects; and
WHEREAS, due to an increased need of agency clinical staff at Preakness, the Executive Director of Preakness is recommending an increase in appropriation under the contracts awarded through RFQ-26-018, in the increased amount of two million three hundred thousand dollars ($2,300,000.00), with a new total amount appropriated under RFQ-26-018, as a result of the increase, in the amount of seven million seven hundred eighty thousand dollars ($7,780,000.00); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the contracted providers listed hereinbelow executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying they are not involved in prohibited activities in Russia and Belarus, and the County confirmed said providers are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. 6-01-27-172-001-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent County budget(s); and
WHEREAS, this matter was discussed at the September 9, 2026, meeting of the Health and Human Services Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.A.C. 5:30-11.6, the Board of County Commissioners of the County of Passaic hereby authorizes the increase in appropriation for the contracts awarded through RFQ-26-018 in the increased amount of two million three hundred thousand dollars ($2,300,000.00), with a new total amount appropriated under RFQ-26-018, as a result of the increase, in the amount of seven million seven hundred eighty thousand dollars ($7,780,000.00).
LET IT BE FURTHER RESOLVED, that the Clerk to the Board shall publish, on the County’s public notices webpage, a brief notice stating the nature, duration, service, and amount of the contracts awarded to : Aequor Healthcare Services, LLC; Amergis Healthcare Staffing, Inc.; Delta-T Group North Jersey, Inc.; GLC On-The-Go, Inc.; Human Edge Inc.; Infojini Healthcare, Inc.; Nursing Network, LLC; Pro-Touch Nurses Inc. dba Protouch Staffing; Quest Staffing Solutions, Inc.; Rang Technologies Inc.; SHC Services, Inc. dba Supplemental Health Care; Twomagnets LLC; and Wise Medical Staffing, Inc. and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
