RESOLUTION AUTHORIZING THE DIVISION OF WEATHERIZATION AND HOME ENERGY TO APPLY FOR AND ACCEPT ADDITIONAL FUNDING FROM THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS UNDER TRANCHE 2 OF THE LEAD REMEDIATION AND ABATEMENT GRANT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the Division of Weatherization and Home Energy (“Division”) within the County’s Department of Senior Services, Disability, and Veterans Affairs, administers various programs to reduce energy costs for low-income residents in Passaic County by improving energy efficiency; and

 

                     WHEREAS, on October 10, 2023, the Board passed Resolution No. R-23-0946, authorizing the Division to apply for and accept one million and five hundred thousand dollars ($1,500,000.00) in grant funding from the New Jersey Department of Community Affairs through Lead Remediation and Abatement Grant Program (“LRAP”) Tranche 2, a federally funded grant with no required dollar match; and

 

                     WHEREAS, the Director of the Division has advised that the County is eligible for an additional four hundred twenty-seven thousand seven hundred sixty-six dollars and eighty-five cents ($427,766.85) in grant funding from the New Jersey Department of Community Affairs through LRAP Tranche 2, during the grant term of January 1, 2024 to December 31, 2026, increasing the total grant award to one million nine hundred twenty-seven thousand seven hundred sixty-six dollars and eighty-five cents ($1,927,766.85); and

 

WHEREAS, these grant funds will support services and programs throughout the County aimed at identifying and mitigating lead-based paint hazards via remediation or abatement activities, preventing elevated blood lead levels in children and pregnant women, and alleviating existing identified lead-based paint hazards for children with elevated blood lead levels; and

 

                     WHEREAS, this matter was presented for the August 26, 2026, Health and Human Service Committee meeting, and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(e), the Board of County Commissioners of the County of Passaic authorizes the Division to apply for and accept additional grant funding from the New Jersey Department of Community Affairs through Lead Remediation and Abatement Grant Program Tranche 2 in the amount of four hundred twenty-seven thousand seven hundred sixty-six dollars and eighty-five cents ($427,766.85) during the grant term of January 1, 2024 to December 31, 2026, increasing the total grant award to one million nine hundred twenty-seven thousand seven hundred sixty-six dollars and eighty-five cents ($1,927,766.85).

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Director of the Division, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
