RESOLUTION AMENDING RESOLUTION NO. R-26-0207, AUTHORIZING APPOINTMENTS TO THE PASSAIC COUNTY YOUTH SERVICES COMMISSION FOR CALENDAR YEAR 2026, PURSUANT TO N.J.A.C. 13:90-2.4

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, pursuant to N.J.A.C. 13:90-2.3(a), the County established a Youth Services Commission to plan, implement, monitor, and evaluate community-based sanctions and services for juveniles adjudicated or charged as delinquent and delinquency prevention programs, consistent with the provisions of N.J.A.C. 13:90-3, including preparation of the triennial comprehensive plans, updates, and funding applications provided for in N.J.A.C. 13:90-3.11; and

 

                     WHEREAS, the membership of the Passaic County Youth Services Commission is established pursuant to N.J.A.C. 13:90-2.4, et seq., and shall consist of no fewer than twenty-three (23) voting members as set forth therein; and

 

                     WHEREAS, a Juvenile Justice Commission Court Liaison shall be a non-voting ex-officio member of a county youth services commission, and one representative of each of the following State agencies may sit on a youth services commission as non-voting ex-officio members: the Department of Human Services; the Department of Labor and Workforce Development; the Department of Education; the Department of Health; the Department of Community Affairs; and the Department of Children and Families; and

 

                     WHEREAS, on March 24, 2026, the Board adopted Resolution No. R-26-0207, authorizing various appointments to the Passaic County Youth Services Commission for calendar year 2026; and

 

                     WHEREAS, the Director of Human Services has advised that it is necessary to amend Resolution No. R-26-0207 to appoint Kelly Walsh to the Passaic County Youth Services Commission (replacing Jason G. Harding) pursuant to N.J.A.C. 13:90-2.4(a)(5) , and to appoint Laura McCarthy to the Passaic County Youth Services Commission (replacing Donna Glinkin) pursuant to N.J.A.C. 13:90-2.4(a)(14), each for the 2026 calendar year; and

 

                     WHEREAS, this matter was discussed at the April 29, 2026, Administration and Finance Committee meeting, and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic amends Resolution No. R-26-0207 to reflect the appointment of Kelly Walsh and Laura McCarthy to the Passaic County Youth Services Commission for calendar year 2026, pursuant to N.J.A.C. 13:90-2.4(a)(5) and 13:90-2.4(a)(14), respectively.

 

                     LET IT BE FURTHER RESOLVED, that all the other terms and conditions as set forth in Resolution No. R-26-0207 shall remain in full force and effect; and

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, Director of Human Services, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
