RESOLUTION REAPPOINTING LINDA LEPORE AND APPOINTING ROBIN CANETTI TO THE PASSAIC COUNTY CAMP HOPE COMMISSION FOR A FIVE (5) YEAR TERM, PURSUANT TO N.J.S.A. 40:23-6.1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, N.J.S.A. 40:23-6.1 authorizes the Board to conduct and operate a summer camp for under-nourished and under-privileged children of the county, and children of the county whose health may be benefitted by it, and to establish rules and regulations for admission to the same; and
WHEREAS, pursuant to N.J.S.A. 40:23-6.2, the Board created the Passaic County Camp Hope Commission; and
WHEREAS, in accordance with N.J.S.A. 40:23-6.3, the Camp Hope Commission shall be composed of five citizens of the County, at least two of whom shall be women, to be appointed by the Board, who, with two designated members of the Board and the County adjuster, as ex-officio member, shall constitute the Camp Hope Commission and managers of the camp; and
WHEREAS, pursuant to N.J.S.A. 40:23-6.4, members of the Camp Hope Commission shall hold their offices for five (5) years, except that the first appointments shall be respectively for one (1), two (2), three (3), four (4), and five (5) years; and
WHEREAS, on March 13, 2018, the Board passed Resolution No. R20180190, reappointing Linda Lepore and Doris Whitaker to the Camp Hope Commission, as follows:
1. Reappointing Ms. Lepore to a four (4) year term, expiring December 31, 2021;
2. Reappointing Ms. Whitaker to a five (5) year term, expiring December 31, 2022; and
WHEREAS, the Passaic County Administrator is recommending to reappoint Ms. Lepore to the Camp Hope Commission for a five (5) year term, commencing January 1, 2022 and expiring December 31, 2026; and
WHEREAS, Ms. Whitaker is no longer able to serve on the Camp Hope Commission and the County Administrator is recommending to appoint Robin Canetti for a five (5) year term, commencing January 1, 2023 and expiring December 31, 2027; and
WHEREAS, pursuant to N.J.S.A. 40:23-6.5, members of the Camp Hope Commission shall receive no compensation for their services but shall be allowed their actual and necessary expenses, on the approval of the Commission, all of which shall be audited and paid in the same manner as other expenses are paid in and for the County; and
WHEREAS, pursuant to N.J.S.A. 40:23-6.7, the Board of Managers of the Camp Hope Commission shall have charge of all matters relating to the government, discipline, contracts, and fiscal concerns of the camp, and shall make such rules and regulations as may be necessary for carrying out the purposes of the camp; and
WHEREAS, this matter was discussed at the January 10, 2024 Administration & Finance Committee meeting, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:23-6.1, et seq., the Board of County Commissioners of the County of Passaic hereby reappoints Linda Lepore and appoints Robin Canetti to the Passaic County Camp Hope Commission for a five (5) year term, as follows:
1. Reappointing Linda Lepore to a five (5) year term, retroactive to January 1, 2022 and expiring December 31, 2026.
2. Appointing Robin Canetti to a five (5) year term, retroactive to January 1, 2023 and expiring December 31, 2027.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
