RESOLUTION AUTHORIZING THE DEPARTMENT OF CULTURAL & HISTORIC AFFAIRS TO APPLY FOR A GRANT FROM THE STATE OF NEW JERSEY, DEPARTMENT OF CULTURAL AFFAIRS, NEW JERSEY HISTORIC TRUST, HISTORIC SITE MANAGEMENT GRANT PROGRAM TO COMPLETE A COUNTY-WIDE INTENSIVE LEVEL BRIDGE SURVEY, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the State of New Jersey, Department of Community Affairs New Jersey Historic Trust was created to support the discovery, preservation, and appreciation of New Jersey’s tangible remains of history; and
WHEREAS, the Historic Site Management Grant Program of the New Jersey Historic Trust provides funding for non-construction activities, including the preparation of conditions assessments, construction documents, disaster preparedness plans, and archaeological studies; and
WHEREAS, the Director of the Department of Cultural & Historic Affairs is recommending that the County apply for a grant from the New Jersey Historic Trust under the Historic Site Management Grant Program, in the amount of seventy-five thousand dollars ($75,000.00); and
WHEREAS, if the County’s grant application is accepted, the County will use the funds to conduct a county-wide survey of bridges and culverts to document existing conditions, assess historic significance, and support compliance with preservation requirements associated with future permitting and construction activities undertaken by the County; and
WHEREAS, matching funds will be made available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the March 11, 2026, meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic authorizes a grant application for a grant from the New Jersey Historic Trust under the Historic Site Management Grant Program, in the amount of seventy-five thousand dollars ($75,000.00) for the completion of a County-wide intensive level bridge survey.
LET IT BE FURTHER RESOLVED, that Resolution No. R-26-0291 shall be and hereby is repealed.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Department of Cultural & Historic Affairs, and Director of the Board of County Commissioners are authorized execute any documents for the grant application and take any other steps necessary to carry out the purpose of this Resolution.
