RESOLUTION AUTHORIZING AWARD OF CONTRACT TO UNITED FEDERATED SYSTEMS INC., C/O T.F.S. INC., TO MONITOR, REPAIR, AND PROVIDE NEW EQUIPMENT FOR THE EXISTING ALARM SYSTEMS AT VARIOUS LOCATIONS THROUGHOUT PASSAIC COUNTY SHERIFF’S OFFICE, AS PER BID #SB-24-048, PURSUANT TO N.J.S.A 40A: 11-4, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold, shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on December 1, 2023, the Purchasing Agent issued Bid No. SB-24-018, Inspection Repairing and Monitoring of County Security Systems Including Burglar Alarms, Fire and CCTV Systems (“SB-24-018”), seeking sealed proposals from qualified bidders; and
WHEREAS, on December 19, 2023, bids were unsealed for SB-24-018 by the Purchasing Agent with responses from three (3) bidders; and
WHEREAS, the PCSO is recommending an award of contract to the lowest bidder United Federated Systems, Inc. c/o T.F.S. Inc., to monitor, repair, and provide new equipment for the existing alarm systems at various locations throughout PCSO in the amount not to exceed seven thousand five hundred eight dollars ($7,508.00) ; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the vendor has executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed they are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in account number 5-01-22-130-002-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was reviewed by the Law and Public Safety Committee on February 4, 2025, and is being recommended to the full Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED pursuant to N.J.S.A. 40A:11-4, et seq., the Board of County Commissioners of the County of Passaic is authorizing a contract award to United Federated Systems, Inc. c/o T.F.S. Inc., to monitor, repair, and provide new equipment for the existing alarm systems at various locations throughout PCSO in the amount not to exceed seven thousand five hundred eight dollars ($7,508.00), starting with $2,500 until budget is passed.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
