RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO T. SLACK ENVIRONMENTAL SERVICES, INC., FOR ON-CALL SERVICE REPAIRS FOR UNDERGROUND STORAGE TANKS AND ABOVEGROUND STORAGE TANKS AT VARIOUS LOCATIONS FOR THE YEAR 2024, PURSUANT TO N.J.S.A. 40A: 11-12, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40:11-12, et seq., the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, T. Slack Environmental Services, Inc., submitted a competitive pricing under T0849-Aboveground Fuel Tanks, Assoc. Equip., Installation, Tank Removal, & Sys. Svcs., Master Blanket Purchase Order #A 42266, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, the Passaic County Engineer is recommending an award of contract to T. Slack Environmental for on-call service repairs for Underground Storage Tanks and Above ground Storage Tanks at various locations for the year 2024 in an amount not to exceed twenty-five thousand dollars ($25,000.00); and
WHEREAS, funds are available in Account No. C-04-31-220-001-219 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 14, 2024 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, et seq. that the Board of County Commissioners of the County of Passaic authorizes an award of contract to T. Slack Environmental Services, Inc., for on-call service repairs for UST’s and AST’s at various locations for the year 2024 in an amount not to exceed twenty-five thousand dollars ($25,000.00), as recommended by the County Engineer.
LET IT BE FURTHER RESOLVED, that the Purchasing Agent, Clerk of the Board, and County Counsel are hereby authorized and directed to take such further actions and sign such documents as are necessary to effectuate the purpose of this Resolution, including but not limited to the issuance of the appropriate Purchase Order.
