RESOLUTION QUALIFYING A POOL OF CONTRACTORS FOR ON-CALL BRIDGE AND CULVERT REPAIRS CONTRACTORS AND UNIT PRICES FOR A PERIOD OF JANUARY 1, 2024, TO DECEMBER 31, 2025, PER BID C-24-002, PURSUANT TO N.J.S.A. 40A:11-5 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) requires qualified consultants to provide professional services on various construction projects; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, on December 13, 2023, the Purchasing Agent issued C-24-002, On Call Drainage Projects, (hereafter “C-24-002”) seeking sealed proposals from qualified bidders for On Call Drainage Projects, to be used on an as-needed basis; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualification for the pool of consultants for calendar year 2023 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, the responses submitted in compliance with the law to C-24-002 are attached hereto as Schedule A, were reviewed by the County Engineer, and are being recommended for qualification by the Board of County Commissioners of the County of Passaic (hereafter “Board”) for approval as consultants in the calendar year 2024; and
WHEREAS, the Board will make specific assignments to the qualified firms on an as-needed basis by subsequent resolution of the Board; and
WHEREAS, this matter was discussed at the January 10, 2024, meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1)(a)(i) that the Passaic County Board of County Commissioners qualifying the contractors set forth in Schedule A, attached to and made part of this resolution, for on-call bridge and culvert repair drainage projects with established unit prices for a two-year period beginning on January 1, 2024, and expiring on December 31, 2025 to be hired on an as-needed basis, as recommended by the County Engineer.
LET IT BE FURTHER RESOLVED, that the County Engineer is hereby authorized and directed to recommend contractors with established unit prices from the qualified list, as needed, for the period of January 1, 2024, to December 31, 2025.
