RESOLUTION AUTHORIZING THE PASSAIC COUNTY PROSECUTOR’S OFFICE TO APPLY FOR AND ACCEPT FUNDING FROM FFY24 VICTIMS OF CRIME ACT (VOCA) GRANT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (hereinafter the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioner of the County of Passaic (hereinafter the “Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the Passaic County Prosecutor’s Office (hereinafter “PCPO”) seeks permission to apply for and accept funds in the amount of five hundred one thousand thirteen dollars ($501,013.00) from the FFY24 Victims of Crimes Act (VOCA) Grant Program (Subaward Number V-16-24), which is administered by the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety for the period July 1, 2025, through June 30, 2026; and

 

WHEREAS, the County will provide an in-kind salary/fringe match in the amount of six hundred forty-nine thousand one hundred ninety-three dollars ($649,193.00) for a total project amount of one million one hundred fifty thousand two hundred six dollars ($1,150,206.00); and

 

WHEREAS, the VOCA Grant is used to cover expenses related to the County Office of Victim Services; and

 

WHEREAS, this matter was discussed at the December 2, 2025 meeting of the Law and Public Safety Committee meeting and is being recommended to the Board for approval.

 

                      NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic hereby authorizes the Passaic County Prosecutor’s Office to apply for and accept funds in the amount of five hundred one thousand thirteen dollars ($501,013.00) from the FFY24 Victims of Crimes Act (VOCA) Grant Program (Subaward Number V-16-24), which is administered by the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety for the period July 1, 2025, through June 30, 2026.

 

                     LET IT BE FURTHER RESOLVED, that the County will provide an in-kind salary/fringe match in the amount of six hundred forty-nine thousand one hundred ninety-three dollars ($649,193.00) for a total project amount of one million one hundred fifty thousand two hundred six dollars ($1,150,206.00).

 

                     LET IT BE FURTHER RESOLVED, that the Passaic County Prosecutor’s Office shall use the funds received for the purposes described in the application submitted for same.

 

                     LET IT BE FURTHER RESOLVED, that Resolution No. R-25-0860 dated September 9, 2025 shall be and hereby is repealed.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, Prosecutor, and Director of the Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
