RESOLUTION AUTHORIZING A TRAFFIC SIGNAL AGREEMENT BETWEEN THE COUNTY OF PASSAIC, THE BOROUGH OF WOODLAND PARK, AND THE NEW JERSEY DEPARTMENT OF TRANSPORTATION (NJDOT) ADDRESSING JURISDICTIONAL RESPONSIBILITIES AT THE WESTBOUND RAMP OF INTERSTATE ROUTE 80 AND SQUIRRELWOOD ROAD IN THE BOROUGH OF WOODLAND PARK, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq.; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Passaic Board of County Commissioners (the “Board”) is vested with the powers to make all decisions on behalf of the County; and
WHEREAS, the New Jersey Department of Transportation (hereafter “NJDOT”) is seeking to install a new traffic signal at the Interstate Route 80 Westbound Ramp and Squirrelwood Road Intersection in the Borough of Woodland Park; and
WHEREAS, NJDOT has submitted to the County a proposed Traffic Signal Agreement, attached hereto and made part hereof, which sets forth certain responsibilities of NJDOT, the Borough of Woodland Park, and the County; and
WHEREAS, pursuant to the Traffic Signal Agreement, NJDOT shall install and periodically inspect and maintain the traffic signal at no cost to the Borough of Woodland Park or the County, and the Borough of Woodland Park shall be responsible for the cost of electricity to operate the traffic signals; and
WHEREAS, the County Engineer is recommending that the County enter into the Traffic Signal Agreement with the Borough of Woodland Park and NJDOT setting forth the responsibilities of each party; and
WHEREAS, this matter was discussed at the March 27, 2024 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Traffic Signal Agreement between the Borough of Woodland Park, County of Passaic, and State of New Jersey, Department of Transportation with respect to the traffic signal at the westbound ramp of Interstate Route 80 and Squirrelwood Road in the Borough of Woodland Park.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any other action necessary to carry out the purposes of this Resolution.
