RESOLUTION AUTHORIZING A ONE-YEAR LEASE AGREEMENT BY AND BETWEEN THE COUNTY OF PASSAIC AND FR. JAMES MOSS FOR PREMISES LOCATED AT PREAKNESS HEALTHCARE CENTER, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board and needs medical transportation for residents; and
WHEREAS, Fr. James Moss services as a volunteer Chaplain-in-Residence for religiously observant residents of Preakness; and
WHEREAS, the Executive Director of Preakness is recommending that the Board authorize the attached lease agreement with Fr. James Moss for the rental of one room at Preakness for a period of one year, commencing on December 15, 2025 and expiring on December 15, 2026, pursuant to the terms and conditions set forth in the lease agreement, which is made part of this Resolution; and
WHEREAS, this matter was discussed at the November 26, 2025 meeting of the Administration and Finance Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1 that the Board of County Commissioners of the County of Passaic authorizes a lease agreement with Fr. James Moss for the rental of one room at Preakness Healthcare Center for a period of one year, commencing on December 15, 2025 and expiring on December 15, 2026, pursuant to the terms and conditions as set forth in the lease agreement attached to and made part of this Resolution.
LET IT BE FURTHER RESOLVED, that the County Administrator, Chief Financial Officer, Executive Director of Preakness, County Counsel, Director of the Board, and are authorized to take all action necessary to carry out the purpose of this Resolution, including executing the lease agreement with Fr. James Moss.
