RESOLUTION AUTHORIZING THE BOARD TO REALLOCATE ADDITIONAL FUNDS FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 2021 FOR THE GARRET MOUNTAIN PARK ADA RAMP IMPROVEMENTS PROJECT

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et. seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, on June 11, 2024, the Board passed Resolution No. R-24-551 authorizing the utilization of funds from the Passaic County Community Development Block Grant Program FY 2019, 2020, and 2021 (hereafter “CDBG”) to fund the Garret Mountain Reservation ADA Improvements Project as authorized by 24 CFR Section 91.105; and
WHEREAS, the Director of Economic Development is seeking to allocate unused funds from FY 2021 for the Garret Mountain Park ADA Ramp Improvements Project; and
WHEREAS, the Passaic County Department of Planning and Economic Development (hereafter “Department”) has reviewed the scope of work for the Garret Mountain Reservation ADA Improvements Project and considers the project in the best interest of the residents of Passaic County; and
WHEREAS, funds are available in Account Nos. G-01-41-838-021-PE1 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the County Commissioner Planning and Economic Development Committee meeting on May 15, 2025, and was recommended to the full Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR, Section 91.105, the Board of County Commissioners of the County of Passaic (hereinafter “Board”) hereby authorizes the Clerk to the Board and the Director of Economic Development to reallocate additional funds from the CDBG FY 2021 for the Garret Mountain Park ADA ramp Improvements Project
