RESOLUTION AUTHORIZING THE PURCHASE OF COMPUTER EQUIPMENT FROM SHI INTERNATIONAL CORP., FOR PREAKNESS HEALTHCARE CENTER, PURSUANT TO N.J.S.A. 40A:11-12.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a New Jersey Department of Health licensed, 406 bed skilled nursing facility that is owned and operated by the Board, which is in need of computer equipment to handle electronic medical records as part of the medication administration process; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract(s) for such goods and services entered into on behalf of the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, SHI International Corp., has been awarded State Contract No. 24-TELE-71883 for M0483 - Computer Equipment, Peripherals & Related Services, by the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, Preakness received a quote from SHI International Corp., attached hereto and made part of this Resolution, for the purchase of computer equipment, including twenty (20) laptops and nine (9) desktop computers and related accessories, for a total amount not to exceed seventy thousand two hundred sixty-eight and seven cents ($70,268.07), in accordance with State Contract No. 24-TELE-71883, which is being recommended to the Board for approval; and
WHEREAS, pursuant to N.J.S.A. 52:32-60.1, et seq., SHI International Corp., executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that SHI International Corp. is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account Nos. C-04-55-194-002-902 and C-04-55-194-002-901 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2027 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was presented for the September 30, 2026 Health and Human Services Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Board of County Commissioners of the County of Passaic authorizes the purchase of computer equipment, including twenty (20) laptops and nine (9) desktop computers and related accessories, for a total amount not to exceed seventy thousand two hundred sixty-eight and seven cents ($70,268.07), in accordance with the attached quote and State Contract No. 24-TELE-71883.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Human Resources Department, Purchasing Agent, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
