RESOLUTION QUALIFYING LAW FIRMS TO PROVIDE LEGAL SERVICES TO THE PASSAIC COUNTY PLANNING BOARD FOR CALENDAR YEAR 2027, PURSUANT TO N.J.S.A. 40A:11-5(1) AND RFQ-27-008.

WHEREAS, the County of Passaic (hereafter “County”) is a governmental body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5(1), on August 20, 2026, the Purchasing Agent issued RFQ-27-008, Passaic County Planning Board (hereafter “PCPB”) Outside Counsel for the Calendar Year 2027 (hereafter “RFQ-27-008”), to be hired for the period beginning January 1, 2027, through December 31, 2027, to provide legal services to the PCPB; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualification for RFQ-27-008 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, on September 1, 2026, the Purchasing Agent unsealed proposals responsive to RFQ-27-008; and
WHEREAS, the Director of Planning is recommending to qualify the following law firms to provide legal services to the PCPB:
1. The Law Office of Marco Di Stefano, Esq., LLC
2. The Law Offices of Abdelhadi & Associates, LLC
3. Marmero Law LLC
WHEREAS, this matter was discussed at the September 10, 2026, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval;
NOW THEREFORE, LET IT BE RESOLVED pursuant to N.J.S.A. 40A:11-5(1), that The Law Office of Marco Di Stefano, Esq., LLC, The Law Offices of Abdelhadi & Associates, LLC, and Marmero Law LLC are qualified to provide legal services for the PCPB; and
LET IT BE FURTHER RESOLVED that the Clerk to the Board, County Counsel, and the Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this Resolution; and
