RESOLUTION AWARDING CONTRACT TO EAST COAST FLAG & BANNER CO. TO PROVIDE UNITED STATES FLAGS FOR FUNERAL SERVICES TO HONOR PASSAIC COUNTY VETERANS, PURSUANT TO N.J.S.A. 40A:11-6.1(a).

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Department desires to purchase United States flags for funeral services to honor veterans throughout Passaic County who gallantly gave their lives for our Country; and
WHEREAS, pursuant to N.J.S.A. 40A-11.6.1(a), the Department solicited three quotes from local vendors for the purchase of American flags; and
WHEREAS, pursuant to N.J.S.A. 40A:11-6.1(a), the Department has identified East Coast Flag & Banner Co. as the vendor most advantageous to the County in performing this role; and
WHEREAS, the Department desires to award a contract to East Coast Flag & Banner Co. to provide United States flags for funeral services to honor veterans for their service to our Country, in an amount not to exceed fourteen thousand one hundred forty six dollars and 20/100 ($14,146.20) cents; and
WHEREAS, funds are available in Account Nos. 4-01-27-176-001-237 and 4-01-55-020-000-601 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2023 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 20, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-6.1(a), the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes an award of contract to East Coast Flag & Banner Co. in an amount not to exceed fourteen thousand one hundred forty six dollars and 20/100 ($14,146.20) cents to provide United States flags for funeral services to honor veterans for their service to our Country.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
