RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO COLONNELLI BROTHERS, INC., FOR THE REPLACEMENT OF STRUCTURE NO. 1600-495 HERSHFIELD PARK PREDESTRIAN BRIDGE OVER WANAQUE RIVER IN THE BOROUGH OF POMPTON LAKES, PER BID C-25-009, PURSUANT TO N.J.S.A 40A: 11-4, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold [40A:11-3], shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on March 12, 2025 the Purchasing Agent issued Replacement of Structure No. 1600-495 Hershfield Park Pedestrian Bridge over Wanaque River, Bid No. C-25-009 (hereafter “C-25-009”) seeking sealed proposals from qualified bidders to replace the pedestrian bridge No. 1600-495 in Hershfield Park in the Borough of Pompton Lakes; and
WHEREAS, on March 28, 2025 bids were unsealed for C-25-009 by the Purchasing Agent and a total of eleven (11) responses were received from the following contractors:
1. Colonnelli Brothers, Inc. $1,276,192.00
2. Sparwick Contracting $1,281,000.00
3. Rencor, Inc. $1,339,115.00
4. Furino and Sons $1,437,080.00
5. CMS Construction, Inc $1,464,865.00
6. Flanagan's Contracting Group $1,539,031.00
7. Joseph Sanzari, Inc. $1,695,671.00
8. DMR Construction Services $1,940,070.85
9. ADP Group, Inc. $1,939,000.00
10. Empire Construction $1,957,775.96
11. State Line Construction, Inc. $2,309,402.00, and;
WHEREAS, the Passaic County Engineer is recommending an award of contract to Colonnelli Brothers, Inc. for the project under C-25-009 in an amount not to exceed one million two hundred seventy-six thousand one hundred ninety-two dollars ($1,276,192.00) as the lowest responsible bidder; and
WHEREAS, the County complied with the legal requirements as set forth under N.J.S.A. 40A:11-23 and the County is making the award of contract within sixty (60) days of the bid opening, as required under N.J.S.A. 40A:11-24(a); and
WHEREAS, funds are available in Account No. C-04-55-182-002-920, C-04-55-182-002-902, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed via email on April 2, 2025 by the Public Works Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4, et seq. the Board of County Commissioners of the County of Passaic authorizes an award of contract to Colonnelli Brothers, Inc., for the Replacement of Structure No. 1600-495 Hershfield Park Pedestrian Bridge over Wanaque River in the Borough of Pompton Lakes in an amount not to exceed one million two hundred seventy-six thousand one hundred ninety-two dollars ($1,276,192.00) as recommended by the Passaic County Engineer.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Board of County Commissioners, County Finance Officer, County Engineer, and Purchasing Agent are authorized to execute an agreement with Colonnelli Brother, Inc. and take any other steps necessary to carry out the purpose of this Resolution.
